The Critical Importance of the 911 SAVES Act: Intrado’s Support for Recognizing Emergency Dispatchers

It’s time their role is officially recognized for what it is — essential public safety work. That’s why we’re proud to support the 911 SAVES Act, led by U.S. Representatives Norma Torres and Brian Fitzpatrick . This bipartisan bill would reclassify 911 telecommunicators as Protective Service professionals, giving them the recognition and resources they deserve.

Recognizing 911 Telecommunicators as First Responders

911 professionals do more than just take calls — they save lives. They’re the calm voice in the middle of chaos, providing life-saving instructions and ensuring emergency crews get to the right place as fast as possible. Yet, despite their crucial role, they’re still classified as administrative workers.

“As a former 911 dispatcher for over 17 years, I know firsthand the critical role dispatchers play in our public safety system,” said Congresswoman Torres. “This small change will have a meaningful impact on the lives of over 100,000 dedicated dispatchers across the United States.”

What the 911 SAVES Act Would Change

The 911 SAVES Act would:

  • Reclassify 911 telecommunicators as Protective Service professionals.

  • Recognize their role in handling emergencies such as missing children, hostage situations, and active shooter incidents, as well as medical emergencies.

  • Acknowledge the emotional and mental toll of their work, which can lead to PTSD and burnout.

This change isn’t just about a title — it’s about ensuring these professionals have access to the training, mental health support, and career benefits they need to continue doing this critical work. If passed, It would serve as a tool to improve access to mental health services for all PSAP/ECC professionals nationwide. Furthermore, recognizing 911 dispatchers as first responders could help address ongoing recruitment and retention challenges within the industry.

Why It Matters

Anyone who has ever called 911 knows how vital the person on the other end of the line is. Whether they’re talking someone through CPR, helping a domestic violence victim stay safe, or managing the chaos of a medical crisis, 911 telecommunicators are a crucial part of public safety.

This bill would:

  • Provide better resources and support for 911 professionals. 

  • Give them the official recognition they’ve earned.

  • Ensure they are treated as first responders within public safety agencies.
