Navigating the FCC’s 911 Outage Notification Rules

Written by Monica Collett Ellis, Product Marketing Director | Mar 18, 2025 3:23:14 PM

When a 911 outage occurs, OSPs must notify PSAPs promptly so they can, in turn, notify the public. This workflow is essential to minimize disruption and ensure public safety. To reinforce this, the FCC set strict regulations regarding outage notifications that OSPs must comply with by April 15, 2025.

Understanding FCC 22-88: 911 Outage Notification Rules

The FCC has outlined clear expectations for OSPs under rule 22-88, including Notifying affected PSAPs within 30 minutes of a detected 911 outage and Following up at least every two hours until the issue is resolved. In addition, OSPs must use "special diligence" to maintain an accurate and complete PSAP contact list. If these rules are not met, OSPs risk steep penalties and, more critically, delays in emergency response that put lives at risk.

Outdated PSAP Contact Data is a Hurdle to Overcome

Notifications sent promptly but to the incorrect people or using outdated information won’t pass the special diligence requirement. But keeping up with staff changes at PSAPs within an OSPs jurisdiction can be a challenge.

OSPs need reliable and up-to-date contact information to maintain compliance and avoid unnecessary risks.
